Hearings of submissions on the second Auckland
Supercity Bill will be held in a range of locations
around the region. The Bill
sets up the structure of
the new Council and establishes its
functions, powers, duties and membership and sets
out the power of the Local Government Commission to
determine the names and boundaries of the wards and
local boards, the number of local boards and number
of members.
It also establishes the powers of the new Transition
Agency to reorganise water services for the region
and carves up Franklin District between the Auckland
Supercity and the Waikato.
The Select Committee will sit from 9.00am to 9.00pm
for up to four weeks to hear the views of almost 800
residents, organisations and Councils on the
proposed change. Papakura District Council has
asked to be among those heard in support of their
submission, which opposes establishment of a
“supercity” and argues strongly for retention of
local democracy and identity.
Chaired by Associate Local Government Minister John
Carter, the committee will allow 45 minutes for
Council submissions; 15 minutes to organisations and
ten minutes to individuals.
The Bill is to be reported back to Parliament on
September 4 and – with or without amendments that
preserve local democracy – is to be passed into law
on September 24.
