RURAL PLAN CHANGE
Papakura District Council has been reviewing the rural section of its
District Plan. The review has delivered a formal plan change to the
rural section of the plan that takes into account:
·
the role of the rural part of Papakura District in helping to manage
population growth and employment across the greater Auckland region
·
environmental degradation and opportunities for restoration and
enhancement
·
how the transition from town to country will work in future
·
issues relating to activities in the rural area
·
opportunities to foster home industries, recreation and tourism in the
rural area
·
providing for Māori and their culture and traditions
·
providing for network utilities
·
and above all providing for the overall social, economic, environmental
and cultural dynamics of the rural area
Public consultation activities and opportunities have been undertaken to
ensure the review accurately reflects the wishes of the community and
can be translated into effective and appropriate rules.

RURAL PLAN CHANGE
Papakura Rural Plan Change
At its
meeting on 24 September 2007 Papakura District Council resolved to adopt
for notification Proposed Plan Change 13: The Rural Plan Change. This
plan change has been developed through the Rural Review project that
engaged the public, key stakeholders, iwi, elected members, and Council
officers to identify the issues facing the rural areas of Papakura and
to develop a vision for its future management. At the same time
specialist technical investigations in relation to landscape, heritage
and ecology were carried out.
Papakura District Council wishes to thank those stakeholders that
provided input throughout the project and encourages stakeholders to
participate through the formal plan change process. The change was
publicly notified in the Papakura Courier and New Zealand Herald on
Wednesday 7 November 2007, with submissions closing on 14 December 2007.
Summary of Submissions
Council received a number of
submissions and these were summarised and the Summary of
Submissions formally notified on 14 May 2008 with a call for further
submissions closing at 4.30pm on 27 June 2008.

The
Summary of Submissions relating to this Proposed Plan Change may be
viewed during normal business hours at Papakura District Council
Offices, 35 Coles Crescent, Papakura, and Sir Edmund Hillary Library,
Level 4, Accent Point Mall, 28 East Street, Papakura. Copies of the
Summary of Submissions may be obtained from the offices of the Papakura
District Council during normal business hours (on CD no charge, hard
copy – charges may apply).

The next stage in the Rural Plan Change is the formal hearing process. A
hearings committee will be appointed and submitters will be advised of
their opportunity to present their submission to the committee. Council
officers will prepare a report (called an officer’s report) about the
submissions received on the Plan Change which will include
recommendations which the hearing committee can use in making its
decision. The hearing committee is not required to follow the
recommendations, but can use them as a guide. The officers report will
be sent to submitters prior to the hearing.
Progress towards setting hearing dates will be advised in due course.
