Dogs
Council adopted a new
Policy on Dogs and Dog Control Bylaw which came
into effect on 1 September 2004. This review was a requirement arising
from recent legislative amendments to the Dog Control Act 1996. The
local authorities of the Auckland region jointly drafted their new
Policy and Bylaws in an effort to achieve a greater level of consistency
in dog control policy across Auckland and to avoid duplication of the
provisions already covered in the Act.
DOG CONTROL ACT 1996
On 24 September 2007 a
report pursuant to section 10A of the Dog Control Act 1996, was adopted
by Papakura District Council. The report contains information and
statistics on Papakura District Council’s dog control activity for the
year 1 July 2006 to 30 June 2007.

My dog is missing
If your dog
is missing, you should check in the first instance with the Council's
contractor,
Animal Control Services to find out if it was impounded. Telephone
09 360 0750. Dogs are impounded when found roaming loose in a public
place, when they have wandered onto private property or are deemed to be
a nuisance by constant barking.
If it hasn't
been impounded, then it may have been hurt. Injured dogs are taken to
the
SPCA in
Mangere. Telephone 09 256 7300 to check if your dog has been taken in.

Do I need to register my dog?
Yes,
you do. All dogs over the age of three months in the District must be
registered annually at the address where they spend the majority of
time. Your dog must wear a colour coded registration disc to show it has
been registered. If you do not register your dog, you could be
issued with a fine, the dog seized from your property or be prosecuted. Please note, that only one person (over 16
years of age) can be the registered owner of a dog.

How do I register my dog?
If
your dog has been previously registered with the Council, then you
should receive a reminder renewal notice in mid June each year. If you
have not received a renewal notice, or if you are registering a dog for
the first time, you will need to complete the Dog Registration
Application form, which can be obtained from Council offices at 35 Coles
Crescent, Papakura between the hours of 8.00am to 5.00pm Monday to
Friday.
You
can reduce your dog registration costs by sitting and passing a dog owner licence test. To find out more about how to sit for the dog owner
licence, contact the Council’s
Customer Services Centre on 295 1300.

I’ve lost my
Registration disc, what do I do?
If
you have lost your dog's registration disc, you can get a replacement
for $10.00. The replacement disc will have a new registration number. To
get a replacement disc, you must complete an Application Form (available
from the Council) and send it to Papakura District Council at Private
Bag 7, Papakura or visit us at Council offices, 35 Coles Crescent,
Papakura Monday to Friday between the hours of 8.00am to 5.00pm.

What do I do if I move house?
If
you or your dog move outside the District, you will need to tell
Papakura District Council and the dog control office in your new area
within six weeks.

need to register special purpose or working dogs?
Yes,
you do.
Special purpose dogs include:

What happens if I
have more than two dogs?
All
dogs need to be registered.

Yes,
there are. These came into force with the Dog Control Amendment Act 2003
and took effect on 1 December 2003. The new regulations were developed
to strengthen existing dog control legislation and improve public safety
through the use of stronger deterrents, preventative measures, education
and increased powers of enforcement.

In
certain areas, you can. Please check
here for those areas that are
dog friendly. Remember, if you’re taking your dog out in public, you are
required to use or carry a leash at all times.

From
1 June 2004, you will need to ensure that your dog is either under the
direct control of a person, or is confined in such a manner that it
cannot freely leave the property. You will also need to ensure that
access to your front door remains free. Your dog must not be able to
stop anyone from approaching your front door. If this requirement is not
met, the dog may be seized.

All
dogs first registered on or after 1 July 2006 are required to be
microchipped. Those dogs that are classified as dangerous or menacing
since 1 December 2003 will also be required to be microchipped.
Under
new legislation, all dogs that meet the criteria as set out in the Act
shall be classified by the Council as menacing dogs. The Act specifies
the following breeds as falling within the definitions of a menacing
dog:

Where can I exercise my dog?
In
Papakura District there are
prohibited areas
where your dog cannot go, and
designated areas where your dog can exercise and play off lead.

Prohibited Areas
Every
dog owner must ensure that his or her dog does not enter or remain in
the following public places:
(a) Any cemetery, crematorium or public building, including any library,
swimming pool, recreation centre, and visitor centre, under the control
or management of the Council or the Auckland Regional Council unless
permitted by the occupier or person having control of the premises and
subject to compliance with any reasonable conditions imposed.
(b) Any area developed or marked out as a sports field (but excluding
any spectator area), outdoor court, skateboard park and cycle park.
(c) On or within 10 metres of any area that is developed or marked out
as a playground or contains children’s play equipment, or within 5
metres of any marked sports field.
(d) In any of the following areas:

Every
dog owner must ensure that his or her dog is kept on a leash in every
private way or the following public places:
(a)
Any public place not
included in the First Schedule, Third Schedule or Fourth Schedule.
(b) On
any road, private way, or recreational walkway.
(c) Any
area developed or marked out as a picnic area, fitness apparatus, boat
ramp, boat marshalling area, or car park.
(d) Any
area developed or marked out as a public garden.
(e) Any
sportspark (prohibited on sportsfields).

Off Leash Areas
Every
dog owner may exercise his or her dog other than on a leash, but must
keep the dog under control in the following public places:
(a) In any of the following areas:

The Children’s Forest

Wharf Street Reserve

to Friday 9am to 6pm

Brylee Reserve (North
East area)

Walter Strevens Reserve
(South of car park to Pine Tree Point)

Motorway boundary (excluding area to the east of Gills Ave)

The Red Hill Scenic
Reserve - (the scenic reserve situated between Red Hill Road and Hays
Stream).

Boundary Road Reserve
(situated to the west of Lipton Grove)
-
The land immediately
adjoining the eastern boundary of the Ngakoroa Stream extending from
Bremner Road to State Highway 22.
-
The reserve situated
along the southern edge of the Papakura Stream extending from the
Southern Motorway to Porchester Road.
