Mill Road Corridor Study
The Mill Road
Corridor is an important link between Drury, Papakura and Manukau.
As the region grows,
we will need to develop this eastern route to cater for pedestrian,
cyclist and vehicle traffic.
Papakura District
Council is developing a long term plan for the road network between
Alfriston in the north of the District to Drury in the south by
preparing a Mill Road Corridor Management Plan. This study will guide
how that happens, and we want to know what you think.
Note that this stage
of the project is about early concept planning and does not involve any
construction or commit to any specific route.
Interested residents
are invited to attend one of a series of
information days in Alfriston,
Red Hill and Drury; to view information at Papakura District Council, 35
Coles Crescent, Papakura or at the Sir Edmund Hillary Library, level
four, Accent Point, 28 East Street Papakura.

District Plan Changes
Private Plan Change 8 –
Pararekau Island Country-Side Living Zone
This private plan change
proposes changes to the District Plan to establish a Pararekau Island
Country-Side Living Zone, applying to Pararekau Island and an area for
access to it across Kopuhingahinga Island (also known as Lees’ Islands).

Bylaw Consultation
Papakura District Council
has consulted on three new bylaws:

dog control
-
parking and traffic
-
speed limits
Proposed Dog Policy and
Control Bylaw 2009
Changes to current “on
leash” approved dog exercise areas are one of a range of measures
covered by the new bylaw. It proposes that dogs will now be allowed in
the following areas so long as they are on a leash:

Cemeteries

Southern Park

Graham Tagg Park

Rollerson Park
-
Drury Domain
The bylaw also updates
provisions for dogs for people with special needs, and adds to the
existing bylaw’s rules governing responsible dog ownership.

Proposed Parking and
Traffic Bylaw 2009
This bylaw simplifies the
existing bylaw and addresses issues created by heavy vehicle parking,
parking on footpaths, planted areas, median strips and traffic islands,
“boy racer” behaviour and limits on the display of vehicles for sale,
exhibition or demonstration.

Proposed Speed Limits
Bylaw 2009
New 10 km/h and 90 km/h
speed limits are added to the Council’s existing bylaws governing speed
limits in the district, meaning the proposed new bylaw would enable the
Council to set speed limits of 10, 20, 30, 40, 50, 60, 70, 80, 90 or 100
km/h. Penalties for exceeding the limits remain as set out in national
land transport law.

private plan change proposes changes to sections of the Operative
District Plan which are the subject of changes proposed under Proposed

Draft Long-term Council Community Plan 2009-2019
Progress Papakura
is the draft Long-Term Council Community Plan 2009 – 2019, and builds
on the work outlined in the first plan released in 2006.
The plan is divided
into two sections. Volume One describes our district, and sets out the
Council’s 10 year work programme and budget. Volume Two contains the
policies and background information that support and guide Council’s
planning and decision making.

Proposal to establish an Arts and Culture Centre Trust
Papakura District Council proposes to set up a new Council Controlled
Organisation as a governance entity for the future development,
ownership and management of an Arts and Culture Centre for Papakura. It
will be an Incorporated Charitable Trust. Submissions on this proposal
have now closed.

Proposal to establish a Safer Community Trust
Papakura District
Council proposes to set up a new Council Controlled Organisation (CCO)
to provide graffiti removal, safety and security services.
The new organisation
will be an incorporated charitable trust and has a working title of
Safer Community Trust. It will help reduce and remove graffiti
vandalism in public areas; promote community safety and security; and
help long term unemployed people to gain skills that help them get
employment.

Management plan for
Pukekiwiriki Pa
A management plan is to be prepared for one of Papakura’s most
significant historic reserves, Pukekiwiriki Pa. The management plan is a
requirement of the Reserves Act 1977, and the plan will ensure the pa
site and reserve are preserved for future generations.
Papakura District Council is developing the management plan in
partnership with Ngati Tamaoho, Ngai Tai, Ngati Paoa-Ngati Whanaunga,
Akitai and Ngati Te Ata peoples.
Consultation on the management plan closed 5.00 pm on June 30 2008.

Draft McLennan Park Masterplan
Council has proposed an
upgrade of McLennan Park. The Park is about to be extended by a hectare
on its northern boundary and with McLennan Development about to begin,
the Council believes it is timely to prepare a master plan for the
future development and use of the Park. The proposed upgrade is
contained in the draft McLennan Park Masterplan which has been released
for public comment. Further information

Draft Annual Plan 2008/2009
and LTCCP Amendment
The
Council's Annual Plan 2008/2009 builds on the direction of Progress
Papakura, the Long Term Council Community Plan.
The annual
plan continues major projects approved in the LTCCP, provides
appropriate resources to enable the Council to meet community
expectations for service provision and provides resources to meet needs
arising out of growth.

Draft Massey Park Development
Plan
Council has
proposed a significant upgrade of Massey Park. A central destination for
Papakura residents, the sport and recreation facility will be integral
in providing the district with a safe and vibrant activity centre now
and into the future.

Plan Change
Papakura District Council has been reviewing the rural section of its
District Plan which has delivered a formal plan change to the rural
section of the plan.
Council received a number of
submissions and the Summary of
Submissions formally notified on 14 May 2008, with a call for further
submissions closing at 4.30pm on 27 June 2008.
